This article proposes a novel argument to explain variation in the strength of welfare chauvinist appeals across social policy programmes. Populist radical right-wing parties across Europe garner support for welfare chauvinistic promises to limit government spending on immigrants and focus on natives’ welfare instead. This article identifies two main ways of understanding welfare chauvinism: 1) as a broad concept that covers all sorts of claims and policies to reserve welfare benefits for the ‘native’ population; 2) an ethno-nationalist and racialising political agenda, characteristic especially of right-wing populist parties. Welfare chauvinism is typical for right-wing populist argumentation, but is also used by individual politicians from other parties and by policy makers. Examples of welfare exclusionism were found in party programmes but not in the policy process. Welfare chauvinism, as a specific tenet of right-wing populist ideology in Europe (though it has permeated the vocabulary of mainstream parties as well), has gained saliency in the context of 2008 global financial crisis, and became exacerbated by the 2015 “refugee (reception) crisis” (Keskinen 2016; Loch and Norocel 2015; Norocel 2016).

Immigration has been a major trend in the last decades in Europe. However, immigrant access to the social security systems has remained a contentious issue having gained additional salience in light of the recent asylum-seeking developments. We focus on welfare chauvinism, the idea that immigrants should not participate in welfare resources, as an attitudinal dimension. We seek to answer two policies support, often indirectly, expressions of welfare chauvinism and the idea of cultural homogeneity as a stabilizing factor.
Academic commentators have coined the term ‘welfare chauvinism’ to describe an approach which proposes generous support for favoured citizens, but proposes to exclude recent migrants and other minority groups from citizenship rights due to their cultural or ethnic background.
